Maybe take a look at https://buyvm.net/. They also include a windows license so you dont have to bring your own license. Maybe @Francisco can introduce you better to their service. They offer as locations: New York and Las Vegas. But it's 3,50$/m (+ only 20GB SSD) and I didn't think again before I wrote this x)
