Leasewebs virtual servers. I'm using it for years now, and is solid as a rock. They are feared for their bandwidth overage policies, but they provide lots of bandwidth. Their API works fine (I'm null-routing my IP when I get heavy traffic spikes, works well). Registered in the Netherlands, also locations in Germany and the US. Their 2GB plan is something like 10€, but if you choose a longer billing term you get some discounts.

You're looking for stable. I've had good service with Vultr, NFOServers, and Linode and plans are under $9/mo. Vultr and Linode use KVM and have both IPv4 and IPv6, but max bandwidth about 200mbps. I know you said KVM (NFOServers uses Xen, not KVM) but Linux has been rock solid, storage 100GB, and gives fast 1gbps throughput.

Went with HostHatch (@Abdullah), not an EU company but has an EU location and a very good offer, thanks to @bersy and @vimalware for recommending them and thanks to everyone else for their recommendations.
