Only provider I can think of which can provide something for such a low budget is Hetzner

You know how much 1Gbps bandwidth costs, even at wholesale, right? Certainly more than $40!

    4x your budget for 1gbit and E3

    Lol you mean 10x right?

  • why do you need an E3 for this task? Is there another purpose to this?

I need better CPU for that work as asterisk eats cpu in high %.

    How many Concurrent calls?
And which codec are you using?

  • I can do this in the UK for £40 if you want.

Why are you using Asterisk? Freeswitch can handle your needs and won't nom a full E3 for a few hundred concurrent calls. Also, they have some good recordings bundled: Asterisk Burns & Douche Telecom
