but don't expect a high uptime as per your budget.
Probably you are not their customer, in my 3rd year i got couples vps'es with Virmach and have nearly 100% uptime.
So OP either Micro+ from Virmach, with code leb30 is $5.25 , Or @AnthonySmith UK OVZ €8/y which is other very good option. Take your pick.

What's the specs u need for your VPS? Virmach has good deals.
Plans that are under $10 per year:
OVZ - Los Angeles only:
$6.70 - 384MB VPS
$7.70 - 512MB VPS
$9.70 - 1GB VPS
OVZ - Any Location:
$6.00 - 256MB VPS (Coupon: LEB2017B)
They have plenty of locations to choose from in the US and one in EU, Germany (however, seems to be out-of-stock atm).
They're amazing, VPS almost never goes down, I'm on tight budgets so their pricing is amazing for me, probably the only reason why I can get away with paying only a penny a day for 2GB + 128MB OVZ VPSs. =D

Virmach is by far the best low-cost vps out of those I have tested. The only problem is their Frankfurt-datacenter is "sold out" for about year...
