Shadowsocks is good but needs client. I am looking for a proxy server that does not require clients. (Like Squid proxy, dante socks etc.) thanks.

Close to 10~ years ago, yes. It was pretty decent and easy to setup & use. But again, it was 10 years since I last used it.

Many. But you have no way to pay them.
No, as the Iranian gov has damn nice hardware. Even SSH is slowed down to have tunnels rendered useless.
Client less proxies are SSL/TLS so throttled (on not 443) or MITMd (on 443), HTTP works but is obviously dumped automatic immediately and your user ends on a list for sure also.
OpenVPN is blocked mostly, scrambled works but again throttled often. Shadowsocks works partly.
This is to my server in Tehran so home users are likely even more censored.
I don't know about proxy servers, but IPsec has built-in clients on many platforms.
have you tried Shadowsocks over KCPTun?
How about Tor?
