For Glacier-style cold storage that is infrequently touched, I'd say @time4vps, Online.net C14, or OVH Cloud Archive.

Why not Hostens?
I can recommend https://www.serverhub.com/vps/ssd-cached I think they don't have a datacenter in europe but they have excellent pricing and support. I have been using them since last year and couldn't be happier
