You won't find anything unless someone is willing to share their current plan with you. ISPs in the US have very expensive pricing for residential internet in most regions. Look towards $40/month for minimal services.

Most residential ISPs in the US give you a dynamic IP address, generally it doesn't change too often unless you disconnect from their network for a period of time and your IP gets grabbed by another user.

In that case, you'll need to pay someone to host it for you. Residential plans aren't available commercially, keyword residential.

I found some more providers, but resvpn does have one bad review, but if they give a fios ip that is a pretty good deal for $50 dollars a month nvm there vpn service is only $30 dollars a month.

Why are you? Several other people have asked this.
I have been able to successfully get France residential IPs via OVH's OverTheBox service and paying for a french address service and setting up their OpenWRT service inside a VM or physical hardware on my network. They show up as OVH xDSL or OVH ISP, and some sites still block them thinking they're OVH proxies sadly.
There is luminati which is expensive and uses https://en.wikipedia.org/wiki/Hola_(VPN) Hola which is actually free, or I was told this, I'm not 100% sure but yeah
