You could go with OVH then, they offer 10MB of free webspace with each domain and Let's Encrypt should be implemented.

I went with shopify, got domain for 14/yr free whois protection and free hosting.
Not sure if good or bad, but I guess we'll see.
Well Currently Namecheap runs a promo, 5 Years 5$ for some domains.
Get some 5$/y shared hosting and good.
