So US East. I'd checkout Cyclone or @Ionswitch both in WowRack Seattle and Cyclone in Quadranet Los Angeles.
For Asia itself do you need a IPv4 or would NAT work. $15/yr in Asia is going to be hard

SpeedyKVM in Dallas and Hostigation in LA are both reliable and offer 256MB KVM VPS for $12-15/yr, no coupone code required. LA is better suited for you I guess. @vapornode used to offer 256MB SSD KVM in USA (Florida) too.
I'm not promoting another forum, but there would be more help from 91yun's forum since alipay is mostly used by Chinese.
