  You can have a look at the german provider https://filemedia.de/. They offer to use own ISOs and you don't have to buy a license from them, you could just use your own.
  I think they have good specs for a decent price.

  Edit: Just compared their offer with your specs. I think they don't have exactly what you want but you can have a look anyway.
