Any LowEnd Web Designers?

I'm working on a project and need an affordable design made up. Nothing fancy, I am fan of lightweight simplicity.
What I want: Something dark, clean, simple but modern. Pretty much just need two pages designed, a home page and a sub-page with formatting examples that I can easily modify for other uses.
I know exactly what I want, and am happy to discuss it privately. I've just not got the time to do it myself (which would be done poorly) and don't wish to buy a ThemeForest theme.

I know the kind of effort it takes to do web design, and for anything original and good looking it takes many days, if not weeks of hard work, so I doubt that there is ever going to be LowEndDesign. I believe that the cheapest route for most people is always going to be Themeforest.net or some such. Elegantthemes is always an option as well.

Anyhow what is the expected Range of 'LowEnd Web Designers' will also matter.
Certainly a $50-150 would be toooooooooo low (in most cases) for a complete project.
But above that, Hmm maybe, not sure though.

Ahh it's so close! Really, those are some good ideas. Same problem though, you need more whitespace. Use it to direct the reader to around the content. Here, I'd think you'd benefit from reading this.

There are many things I need to Correct/ fix so that what make should at least look good inc. Font use and Color Scheme, with Others.
I will try to take Care of what you said, as it makes the Design clean, simple and yet attractive I think user Friendly too.
Will read the blog post in full in free time, so I could understand it better.

@flam316 I don't make concepts, these are all coded ones. So no concepts designs from Photoshop.
Although for most of the works I use GIMP O.o (For basic works I find it easy to use).

ThemeForest is already pretty cheap.
Well, I still have time to do some web designing. Recently find Bootstrap and love it. Everything becomes so easy(expect ask thumbnail to line up correctly).
