I don't think I've seen anything in Maryland/Baltimore to be honest. Your closest option would be Ashburn, in which ourselves and Ishaq offer VPS within your budget.

Maryland will be hard to get as it is where most of the GOVT keep their crap. A lot of the big wig companies use it as well and it locked tighter then a nun most of time. What is it with all these "odd" requests all of the sudden?
