No current offers that meet your requirements. We may post an offer this Friday.
Check with launchvps.com. I did a 4GB/2CPU KVM for $48 for the year. Maybe they have other deals too. @launchvps https://www.lowendtalk.com/profile/147791/launchvps
P.S.
Freaking awesome customer support. Put up a ISO for Server 2016 at my request. And though the hours say one thing, they replied to me in a matter of half an hour... long after normal hours of operation.
Thanks @misury for the shout out. Happy to hear it!
@nconc, I sent you a PM with a plan in your range.
I have accepted the offer from launchvps for $25 (1GB mem, 15GB SSD). It's my first lowendbox machine, hoping for a smooth service.

Try nodion, @nik
Edit: Sorry, I didn't see that you need a 1GB KVM. However, Nodion can offer a custom deal.
If you do up your budget to $25

Your EU test page is dead and your CA test page reports wrong pings. 50ms from NL to CA? Normal ping command shows 88ms.
@teamacc Hey, yes we are setting up eu but you can ping 217.182.193.85
Regarding CA i am getting 40ms from Orlando FL on my slow wifi https://i.imgur.com/UjzzxID.png
and if you are getting wrong pings, must be your connection

@teamacc looks fine to me, what about 217.182.193.85?
How does the difference between the 50ms reported by the website and the 90ms reported by the ping command look fine?
There is just no way to get sub-70 ping times from NL to CA, so your website's test tool reports pings that are too low.
From my home (NL) fiber line I get pings of around 85-87 to Canada.
@teamacc not sure mate, there is no trick on our script, we use https://github.com/adolfintel/speedtest
and am getting correct pings on both IP / Website
My pleasure! I'll keep yelling it out to everyone, because you keep doing right by me.
