No. Whatever IPs you get, are usable on your VPS only.
At least this is what happened on my account, when I tried.
Booooo! Was hoping their failover IPs would work across all services in an account. Guess I'll have to wait until they get some in stock.
Failover IPs can be moved between dedicated servers, cloud servers/projects, and vRacks. Legacy VPS no.

Why don't you just move them?
That's why they are called "failover"!
You can easily tunnel your IP from ovh VPS to an ovh Dedi. As long as they are in the same region, latency should be negligible.
