Cheap Yearly Web Hosting for many small sites

I own a couple sites, larger ones being on dedicated hardware while I got smaller ones with like a few hundred visitors a month. I wasn't expecting to look for a cheap webhost for so long, but it seems like a lot harder of a task than I thought. I've tried looking at many providers, but can't find the right one.

Disk Space doesn't matter, it's almost all static and some PHP, so 1GB should be fine.

Bandwidth: Reasonable. 100GB would be decent.

Location: Looking at west USA. Somewhere close to Ontario, Canada.

Budget: Honestly this shouldn't be more than USD$10 / year. (Well based on the plans I've seen, but I can let you know if it's higher.)

EDIT: Thought I'd add, looking for something with good uptime that people trust.

@Vita Well the location is a bit far from what I expected, but the ping isn't that bad averaging at 70ms from Canada. Are there any locations closer to Ontario with the same price?

They only offer Las Vegas and Luxemburg in EU. As for the support they are fast and reliable. Look around if you want but I think that this is your best bang for the buck .

If you look for Canada you can try OVH. Slow support but great network. I'm not sure though as far as the price goes.

I've got a dedi with OVH right now, I don't think they provide cPanel hosting, do they?

No cPanel on OVH.

Also one more shared hosting comes to my mind it's ImpactShared.
They have great uptime and helpful support. Although Texas location.
