@william Empathy is something very important to earn money. But seems because you don't have empathy you have so less money that you spend so much energy and time on this little issue.

@trabia Fuck these haters on here. Getting your entire DC taken down by a freak snow storm in April is rough and just plain bad luck. If I were in Chisinau, I'd come over with a shovel and a bottle of wine.
Why? Manipulation and reading people is, this is "simulating" empathy at best. Real empathy is not needed at all. Most of my clients - mostly the executives - are very similar to me, just with less/no tech understanding.

I really don't get what all the fuss is about.
I would generally accept that the severe weather conditions would be an adequate justification for 'force majeure', which was later affirmed by the government state of emergency.
There may be a legal/technical basis to support @William's claim/interpretation that 'force majeure' cannot be used an excuse until such time a state of emergency is actually declared, but this to me is a technicality and ultimately only relevant if there is an expectation for a service to continue running in the event of severe conditions, coupled with large financial commitments/obligations.
So in this case, @William's service, being very small, would seem to me that this is really a non-issue, particularly as compensation was already provided. If on the other hand, the amounts were large... thousands perhaps, then that may be a different story.
I am no lawyer, and even if I was, I probably would't know anything about Moldovan law any way. But if we assume that @William is technically right, and that Force Majeure is not technically applicable... one must ask is the situation at least reasonable/understandable? Or is it unreasonable that Trabia do not have sufficient redundancies to survive severe weather conditions?

I've had much bigger issues with HKBN in Hong Kong. They royally screwed up my Local DIA service, advertising my IP on their international routes, but not providing any bandwidth (just 1Mbit) causing huge connectivity issues for me. Since that was a misconfiguration, that was a matter of negligence, and that I cannot forgive. Severe weather conditions at least is a more reasonable excuse. Better yet, you managed to get some compensation, while HKBN still demand payment and barely acknowledge there was a problem.
As this whole thing is in the realm of civil law (as opposed to criminal law) there would anyway be the unwritten but no less valid "laws" of court cases.
Like the one that says that given there is a significant difference in wealth (and corp. size) the richer one will win. If, for instance, @William dared to sue DTAG for 3 cents one and a half things would happen: a) the court wouldn't even accept the case, b) if, for whatever weird reason (maybe because DTAG wants it litigated) that case ever came before a bench DTAG (or any other major corp) would claim - and get - the living shit out of William.
Another one says that local entities have a de-facto priority unless they acted evidently illegally. A moldovian court would hardly hit a moldovian company based on little more than an alien desiring so.
And anyway, no matter when exactly the gov. declared the situation to be a major natural event, by now they did so and hence no moldovian court would even listen to Williams claims.
Generally speaking, from my perspective William might or might not (I don't know) be or become rich in money but he will stay a very poor man anyway given his attitude.
As far as I'm concerned I would neither buy from nor sell to William. He reminds me too much of paul singer.
Croatia does not extradite, especially not to a non-EU country, not even war criminals at this time. Even if they did, this is a civil suit as you said (= damages), so there is zero risk of jail and thus no chanxe of extradition.
And if i default money wise in Germany (the DTAG example which is obviously an example, if you take it serious you are an idiot) there is no way to confiscate my company money as i am not the owner.

This is both fully legal and you likely have right at this moment at least one service of an ISP we own 10%+ of, if not all. No law to disclose what we/i own.
