VPS with good connectivity to DTAG
i'm currently using Deutsche Telekom as my isp and their network really sucks(Double dipping).At peak times it is impossible to stream a video from a site that is using GTT or Cogent, and many use them.
So I need a vpn or vps, where I can setup a VPN.It should have a decent connection to DTAG, preferably direct Peering and located near/in Germany (Netherlands, France,..).
Price should be at around 20-25€ a year and it should has at least 2tb BW (if VPS).

2tb per month with dtag connection will be very hard to find,

for .fr you can use any ovh or online.net based host, they have both dtag transit (online.net through hopus) and for a vpn you could also take a NAT box like https://www.wishosting.com/order/main/packages/VPS/?group_id=2 the OpenVZ Mini for 2.99 $ yearly
OVH is ok. Do they have a looking glass site?
I had a VPN at Ghostnet DC and they have direct peering to DTAG, so I ended up having less latency using this VPN. @GalaxyHostPlus

Have you considered a dedicated vpn service like airvpn if you need much bandwitht? Don't buy more than 6 months though, on Blackfriday you will get 12 months for ~35€ again.

UltraVPS.eu (Aff.Link) could be a try. They offer decent network connectivity, also with direct DTAG peering. You can test yourself with their Looking Glass. They offer 1 TB traffic with their lowest plan at 2 EUR/month incl. VAT. It will be hard to find a sustainable plan with 2 TB direct DTAG peering at 2 EUR/month.
And 250Gb BW..

Not sure what page you're looking at, but they seem to have a FUP of 2TB on all plans, with their cheapest plan being 4.5 eur/month.
Probably the closest OP is going to get to his requirements.
Connectivity or Bandwith? ;-) - In case of bandwith, we include 2TB for free, which is in fact not accounted. We have a few customers which use a lot more than 10TB which is nothing for us.
