I would go for that E5 all the way over that E3.
E5 - it's 2 processors platform, E3 - 1 processor, so E5 will be more cute )
E5 has more cores (6 vs 4) and a slightly higher total passmark score.
However, the E3 has about 25% better per-core performance.
So this all depends on your workload. You want to run single-threaded applications? Get the E3. You want >32gb of ram? Got to use the E5.
All in all, it mostly comes down to cost. Go with the cheapest option.
Usually provider charge about 2x on that E5 than E3. Make sure you check the price tag first.
What exactly are you looking to run on the server? This may effect the answer slightly
E5 is much better, true server CPU. E3 is like budget server CPU version.
