Why is cogent giving me 90th percentile on a 1g burst to 10g but Level 3 is giving me 90th percentile 1g burst to 10g which one is better I thought 95th percentile was the only one the best one??

90th means they will cut the top 10% of usage off right?

    Lets say you're at 1gbit/s for 90% of the month, 2gbit for 5% and 4gbit for the last 5%. At 95% billing, this would bill you for 2gbit. At 90%, it bills you for 1gbit.

    90% billing is cheaper than 95% billing, all other things being equal.

    Considering that 90% of Cogent is equal to about 5% of almost any other transit, I'd say the 95% billing might be the way to go here. ;)
