For uk locations i dont think you can get 10 tb gbit bandwith.
You can raise your budget, or lower your expectation
Agree here. Unreasonable expectations. Cogent charges more for bandwidth alone and by the look of it you plan to utilise it all. Good luck finding a provider, maybe someone will be happy to subsidise your business.

Id really like to offer you this however for 10TB bandwidth alone would be £20, UK is not as cheap as US, you need to expand that budget or get a OVH server with UK IPS
Just curious, is the Digitalocean's grandfathered account really unmetered? I have one but didn't use much bandwidth there.
Yes some accounts have grandfathered unmetered transfer, though all accounts are currently unmonitored (there is no counter in their platform).
