There's more to this than the amount of IPs in a /121 or /64: some mechanisms in IPv6 (e.g. stateless address autoconfiguration) require a /64 to function. Of course SLAAC isn't normally used on virtual servers, but because it exists, RFC 6177 suggests allocating a /64 per entity (e.g. per customer).
Based on that, many blacklists (Gmall, Freenode IRC, …) assume that all IPs in the same /64 belongs to the same person. If one IP is abusive, the whole /64 is banned.
That makes it very important to allocate full /64 subnets to VPS customers, so they won't get blacklisted because of their neighbours' actions.
