Don't forget the /24.
Try contacting Psychz, they can probably do something in your budget but not with unmetered bandwidth.

I saw it as '24 IPv4' rather than a /24 with the '/' acting as a divide between details, could be wrong though.
Although fairly certain Psychz charge $0.5 per IP, so it could indeed be doable on the budget, just not unmetered bandwidth like I said.
Correction, $1 per IP on their site, but they're usually willing to do custom deals if you contact them - Dependent on justification.
