i don't mind paying yearly, if that is needed to reduce the price

That is quite doable especially if you don't need fast single-thread cpu performance. For example, scaleway.com/pricing - 4 atom cores, 4gb ram, and 100gb ssd at 6 euro/month. The amount of ssd makes it hard to beat if you don't mind the slow cpus, and you add additional 50gb chunks for 1 euro/month. The ssd makes these servers quite lively if you're not loading down all the cpu cores. Paris and Amsterdam locations.
