I don´t need to install on my computer software? I would like to just import my emails and create message template and send it to them.

10k sounds like a perfect use case for Mailgun's free tier. And in this range the price for "overage" would not kill you either!

It's a means of transport encapsulation of TCP packets.. which, while deprecated, should work just fine.
I do, however, not for mass mailing.
But mailing lists are supported and the API (https://documentation.mailgun.com/user_manual.html#mailing-lists) for this is quite nice, so a simple script to import your addresses should be only a few lines of code.
So sign up and test them, 10k mails are free anyway, so it won't cost you anything to try out.
make 5 free accounts in mailchimp.com and send from there.
