Hello. I am looking for a cheap dedicated server with specs similar as below:
CPU: 4 cores or bigger. I don't mind if it is an older cpu, as long as benchmark is bigger than 3000
Memory: 4GB or better
HDD: 250GB SATA or better
/29 ipv4 (I do not need ipv6 existence)
Traffic: I would prefer 1Gbit ethernet with 5+ TB traffic. Could do with 100Mbits, same traffic.
Location: Preferable in Europe. If USA, east coast with latency no more than 110 to main european capitals.
Budget: No more than 20$ per month.
The usage will be exclusive for hosting websites (legal) and, maybe, a mail server for personal / low volume business - absolutely no bulk/spam/mass/ad email at all.

If you are asking me, I refer to passmark as a base.

Comes with 1 Usable IPv4 as standard, can bump that to three for no additional cost.
If 6 months payment in advance is OK, check https://www.worldstream.nl/special They offer E3-1220, 4GB RAM, 2x250GB storage, 25TB per €19/m in NL, for example. It, of course, comes with the only IPv4.
Another option is @ikoula Celeron G3900, 8GB RAM, 2TB storage, 100 Mbit for €20/m with €10 setup fee. There is also a 50% off for first 3 months.
Yep, /29 IPv4 isn't possible within OP's budget.
Just being precise ;-). Benchmark is very vague.
