e3 or equal
atleast 1tb sata (2tb recommended)
100mbit/s would be okay, but higher speed is also nice
2 Ipv4
budget: 40-45$ (ips not included)
server location should be europe

@Clouvider I hear offer an excellent network and service so I would definitely suggest them.
The only other alternatives I can really see are SoYouStart, Online or Hetzner.
