I'm looking for a budget option kindly quote the best rate for below specs:
(I would need max CPU usage for automation)

@recaptcha finding dedicated resources (specially the CPU) for what you are asking for below $70usd would be challenging.

You want 8 dedicated cores or more and $27 is too much? Maybe try Scaleway, there you get 8 Atom cores for your budget.
I don't think that they offer a custom option for that server, its a cheap monthly rate though

Or a kimsufi dedi, 4c/8t for 22/month.

Better off with a Kimsufi. 100mbit is unlikely to bottleneck you.
You dont want a KVM you want a dedicated server.
If $27 is to much for 8GB RAM and 8 dedicated cores on a VPS then you literally have 0 chance of finding what you want.
Get a crappy old L54xx with DDR2 and a single disk or a kimsufi, that really is your only option.
