You need 21 and 12000-12100 (range) for passive ftp

If it's timing out or FTP is not working, you most likely forgot to open up ports 12000 to 12100 (vesta defaults for passive FTP). If you only have 21 open it will act funny and timeout or not connect at all.
Disable your firewall temporarily and check your ftp is working. If it is, then open ports 12000 - 12100. Read - https://forum.vestacp.com/viewtopic.php?t=7045
Well last time i was pretty sure that firewall was just fine with the ports mentioned. However i did try to reinstall the panel and now everything seems to be working fine with firewall enabled.
