Sorry but now you're in lolzville at your stated budget. Scaleway doesn't have traffic limits but good luck trying to push that much.
200TB is around 600mbit. At 0.5 euro per mbit, that would be 300 euro/month for the traffic alone.
OVH unmetered 1gbit is your only option here.
