You mean a free GeoDNS hosting, right? Name a couple of them please.
NS1 does this really well.
I have a small GeoDNS setup where users in US are routed via a box in Choopa NJ and users in EU and such via my OVH box in France and as there was a lot of users from NL I picked up a small Ramnode VPS and put that in the mix.
They give you a free plan too which gives you 500K queries per month and you can have 50 records.

Both uses cPanel

cPanel doesn't have GeoIP intelligence built into their DNS cluster.
@gbshouse with Rage4.com can probably help. They have quite a nice GeoDNS setup.
