You won't find them any cheaper than http://www.whmcs.com/ . Unless bundled with some kind of hosting package.

I am willing to get the license from whmcs, I was just looking for a company that offers hosted WHMCS, rather than setting up a vps Specifically for WHMCS, plus the license cost is usually less than the WHMCS price. I just like to find discounts, rather than pay full price.
Yes I did check the offer forums, it can be difficult to filter through the threads though.
And yes I did see the price change that WHMCS is doing.
