Don't purchase service by few comments who ask you to yes they want VPS in Korea, Its depend on Korean customers who is looking for VPS/Dedi or not. You will only get few customers from different customers.
Main customer is Koreans so try to find it in Korean forums, survey, etc.

All of 3 major ISPs in South Korea (KT, LG U+, SK Telecom) peer with AS4134 China Telecom.
KINX (AS9286) is a customer of KT and possibly CN2. OP is in KINX DC - I'm sure.

Still not clear, best Korea depends on who you ask.
There is only 1 best Korea.
1-30$/Mbit depending on location (Busan, Seoul), destination (local, Asia peer, Asia transit, Global via US, Global via Asia, Global via Europe) and quality/network (KT, LG, Samsung also has a backbone).
In all cases on majorly overcommitted ports on both the Chinese and the KR side. Only useful route is China Mobile and that is usually HKIX/SGIX anyway.
Koreans avoid buying VPS in Korea as the ID requirements are very strict as are the payment methods (bank and local only mostly). Only use for local is gaming and companies.
Conclusion either way, legal framework while western oriented sucks and the police has way too much power with no checks & balances in place also due to constantly "imminent" war with the North creating permanent security fear - For the pricing, which is higher than HK and SG, it makes no sense to host in KR.
