Any providers that allow public VPN?

Almost every provider I see here has no public vpn allowed in their tos.

Are there any here that do?

    Please do. I've been running ~10 people ShadowSocks servers for an online community of expats in China and I'd love to see more potential server locations.

    Operating a public, paid, open, or otherwise shared VPN or proxy service is ALLOWED ON ALL V-DEDICATED PLANS, but forbidden on all other plans where only personal private proxies or VPNs for use by yourself only are allowed.

    Its a KVM running on a server? So its just 1 vps on the dedi?
