Your options are either cheap, or good. Not both.
Get a cheap VPS (OpenVZ) with a great network, a lot of bandwidth and install a OpenVPN server.
I'm pretty sure that a 64 MB OVZ 2.6.32 is actually enough for a VPN. I had one on a Hostigation VPS with OVZ 2.6.18 (bad memory management as you may or not may know, with this kernel) and it only used 12 - 18 MB of 128 MB dedicated RAM.

If you want a great service where not many ppl can snoop around and keep logs, build your own with a cheap VPS.

TOR is the worst choice in my opinion.
A small VPS + OpenVPN/PPTP will do the job.

True, it is slow, but even if someone records the exit since you cant or dont want to use SSL, they will not know it is you there,while the VPN operators will.

SSL won't save you, most Tor exit nodes that log traffic also use Sslstrip.
Tor is for browsing anonymously (if you don't do something stupid like use flash or login to a site) not privately.

You cant get cheaper than free, tho, but I agree this is for anonymous browsing and you cant pick your country exit easily so a vps will be best.
darknessend how about CyberGhostVPN? If you want a company that specialised in vpn you may try them. Or also Your-Freedom.
But if you feel comfortable, just buy a vps and create a vpn server on it.

There's no problem, but OP asked for a VPN service. I'd imagine he doesn't want to set up a VPN himself.
As for a hosted VPN, try Anonine, especially if you're in Europe. I've heard of some people that have 80-100mbit connections at home that were able to max them out over it.

It is surprising to see that people provide easily 500GB bandwidth on a VPS but even on the same price VPN it is not offered anywhere.
