are you trying get the IP or a server with similar IP range ?
This ip is allocated in APNIC. All the range belongs to the Japan telecommunication and internet company called "Softbank". So, contact with them to ask them if they offer servers (but I think they mostly use their range as residential ips)
Just for your information: Traffic in Softbank JP datacentre pricing is very expensive.
It is about ~600 yen per Mbit. (on 100Mbit/s commit)
