Could do with around 50 VPSes for as cheap as possible
64-128MB RAM
3GB disk
250GB Bandwidth
NAT IP.
Would prefer to pay monthly, no requirement on location. They will be used for an upcoming project no TE or crap.

NAT IP - all VPS's need different one though? If they can share the same IP, get some cheap dedi or KVM VPS and install OpenVZ/LXC there.
If 64mb openvz is fine, just get a 4GB KVM. Else you will want a dedi.
