They limite CPU usage on Shared hosting, 7% for Enterprise package, my blog was hosted on it, but I moved out because got suspended every few days because CPU usage. (After moving to a $12/year VPS, CPU usage is just about 0.00% =D)

I prefer 5 min down a day than both mail server IPs blacklisted on more than one RBL.
