Time4VPS is probably be one of the cheapest providers at this time. Located in Lithuania. Only OpenVZ, but wouldn't be a problem for you.
I can also recommend ZXHost (https://zxhost.co.uk). They do have some special plans here on LET. Their storage servers (OVZ and KVM) are located in Germany (Hetzner Nuremberg or Telehouse Frankfurt). You may also contact @AshleyUk for a custom plan.
