I need around 15 email accounts that are working. I could buy several vpses and create cluster but i wanted to have out of box service with emails in clusters that i could have acces 24/7. Could someone of experts show me realitive cheap service with minimal downtime. ( Exchange imap or whatever i could use on mail client and mobile devices)

Why would you need a cluster for 15 email accounts? You can host all of those on a simple shared hosting account, on a single VPS or even use a hosted service. I would suggest mxroute @Jarland .
you actually need a dedicated this way you can sleep well and mail delivery is fantastic fast, spam and all no problem.
