PHP Date Question

                        <?echo date("m-d-Y h:i:s A");?>

That outputs 04-07-2016 04:55:26 PM

But when I login to my HostUs OpenVZ VPS via SSH and run date it says

Thu Apr 7 12:55:33 EDT 2016

Why is my PHP time 4 hours ahead? How can I fix this. I want it to be 12:55
