Got a UA VPS with them for almost 2 years now and it's running very smoothly. Network is very good (I can use 200-300Mbit for hours) and the SSD performance is great.
They are also around for quite some time. Almost 2 years ago they were also featured on LEB:

You can't really do something wrong for that price. Worst case is you loose 2,35€
Do they accept BTC? Also they don't seem to have a ToS on their front page, not one I can find anyway. Maybe I'm blind, anyone know where it is?

Yep, it's OK now. You have to wait some time after a sign up, then the code will be working fine.
BillManager is a little unclear, I can't figure out is off recurring or not too.
Yes, I'm a Spanish living in Spain. I just have some assets which are hosted in RU. I don't currently host anything important in UA, sadly too unstable and not worth it for my interests.
If you are okey with BG location, I can probably get you setup with this in a week or so.
I think their faq says they can install custom OSs on demand via a ticket, so perhaps they can do Windows Server as well.
You can upload your own ISO, no need for a ticket.
But I really, really, really didn't want to advertise this to keep the TE crowd away.
Oh, that was just a typo, my russian isn't so good, they literally say "no Windows iso allowed" so TE guys just go to Vultr or whatever. They WON'T refund your money once they catch you.
I speak some russian and can confirm. No Windows ISO is allowed.

@MacPac - yes, in LV location no SSL support now, we will fix it ASAP.
@Radi Windows or any ISO - there is no difference. You can upload your own ISO and install from it. Make sure that your OS has virtio support or contact support to change VM settings.
