Another vote for the Hostbill Datacenter modules - they rock!
NOCPS is pretty cheap and does most things for client end, you'll need your own IPAM etc however.
EasyDCIM should be your ideal option.

We looked at what was available in the market place years ago and decided it was best to develop our own solution. It was costly (and continues to be) but the power it enables as far as automation and ease of scalability gives us a competitive edge.
Nothing gives me a headache more than Ubersmith...
I highly suggest easydcim.com, tried few years ago ubersmith might need to give a try again.

Hostbill is pretty good I see it was mentioned above although its a bit expensive in the long run you won't regret it. If you have the knowledge you can always develop your own solution for the matter.
