  Seems like wget is blocked, try downloading in a browser or with cURL:

  curl https://www.bacloud.com/test.bin > /dev/null

  After a few tests, the network seems surprisingly decent.

  Thanks! Finally we know and I asked to remove block, if it is possible.

  By the way, added info about IP's space:
