Sorry, I could not help you directly. It's best that you contact APNIC directly (office is based in Australia), as you require large allocations.
Prefixes such as this size is rarely for leased or sale in APNIC.
Get from APNIC straight, not going to be easy though.

You can buy IP blocks on sites like ipv4auction.com.
Or... (since ARIN has no IPv4 available and RIPE's "last /8 policy" is strict) if you can justify a usage larger than /19, you may have a chance to receive a /18 from APNIC...
