You are trying to shape the inbound bandwidth down to 10mbps? Not sure why that is needed since I always just let the default port speed run unless you are doing this for ddos migration? Anyway not near my esxi server where I can tell you how to do this but when I get back to it I will tell you how to shape inbound bandwidth

The only traffic shaping ESXi can do is, on the vmnic. Checking the properties of the vmnic edit the settings of the management configuration port, then check the tab traffic shaping. Might not be what you need, but as far as I'm aware it's the only option you have without using 3rd party tools.
