Hello,
Tight budget slightly unreal but need a VPS in China $5 or under. StarryDNS doesnt have anything anyone able to help?

For $5 you might not able to get one, however for $10 I can find you some.

Do you need port 80 open?
No
Both Aliyun and Qcloud have minimal plan for ~$10/mo, however they accept Alipay or any other payment methods that are only popular in China, plus they need identification verified before you could order.
I know some providers accepting Paypal, but they are reselling resources just like StarryDNS do, and the price is a bit beyond your budget.
I am searching in my database and will update here if I manage to find some for you.
