I understand precisely what he is looking for, but the problem he has is the budget is he allowing for the work. I do not know of any writer with any skills at all willing to work for that price, let alone one with some technical skills and know how. He is scraping the bottom of the barrel on price, and wanting top notch writing. He is not going to find this or anything close to it for the budget allowed.
