Why you need multiple IPs? What is your budget?
i need multiple ips for some application ( that need unique ips)
port : 100mbps unmetered or 1gbit port : 10-20tb bandwith
cpu: intel xeon
Currently i found : ovh
OVH just geolocates IP. I am not sure it will be enough for your application purposes. IMO the best way to do it is to buy dedicated server with 1 IP and then buy additional VPS in the required countries. Then just setup some VPN and routing and you should be fine.
How many IPs
/28 block at least . ur or ca or de servers .
What application if your so vague its hard to get you a proper offer.

applications are custom made - the purpose of this is for Trafic exchange ...

Got a X3450 with 8GB ram and a 600GB SAS spare in LA? Got a Raid card with BBU if your interested. Could get a /28 on it.
Or I have some stock with sata. Sadly no SSDs.
