They are in the lowend range, for example they offer a Tomsk KVM for ~ 2eur

Russia is not exotic, it's very expepensive and low quality usually.
I don't understend their customers. There are more cheap KVM VPS in Moscow. And other locations are cheaper directly and somtimes hosters make tasty special offers.

The 'lowend' pricing is not going to happen for Far Eastern Siberia. Monopoly market with Rostelecom (and perhaps Transtelecom) and extremely high bandwidth pricing.
The term exotic depends on many factors. These include geographic location, viability, pricing and network peering.
Low quality - Not really. If you have the time and money, work with the corporate departments of major ISPs in Russia. RTCOMM is an example. Service quality should usually be above average. As the idiom "You get what you pay for".
Avoid resellers of hosting service in Russia too. They can be unpredictable.
If you're getting an extremely cheap virtual machine in Russia, expect strict resource limits. In Moscow and St Petersburg, you should be able to find reasonable offers.
If you are interested, I can provide high performance KVM virtual machines in Novosibirsk on Rostelecom DC but not at the 'lowend' pricing you strive for.
