This can run on 128mb just fine with some tweaks.
The only problem with low memory VPS (assuming there is no DDOS) are bad bots and referrer spammers.
You need to know how you protect your server from them.
512 mb can handle some traffic & plugins with lamp, if there is no reason you have to use apache, why not use nginx? Nginx have better footprint vs apache
